NPDES Alternative Compliance Study

Lotus Water partnered with the Local Government Commission and AECOM to develop an alternative compliance approach to development-specific, on-site green infrastructure facilities that include comparable off-site mitigations and/or financial contributions (in-lieu fees) in priority reinvestment areas to ensure regulatory compliance.  The study was funded by a State Proposition 84 grant and included planning, hydrologic and hydraulic modeling, feasibility testing, and the design of six neighborhood-scale projects.  Costs were developed for each project and used to identify the appropriate funding mechanism for development.   The results are being used to assist developers and small communities in the San Joaquin Valley to adapt to changing stormwater regulations.
