To create San Francisco’s green infrastructure and overall $2B collection system capital plan, Lotus and its team members took a watershed approach to capital planning. The watershed assessments identified GI and traditional stormwater improvement projects to address system needs, evaluated the lifecycle costs and triple bottom line benefits of proposed projects, and established a prioritized list of capital projects, programs, and policies. The Plan defines the projects needed by 2032 to address the City’s water quality and flooding requirements, and lays out a long-term strategy to achieve the SFPUC level of service goals related to flood protection, climate change resiliency, water supply sustainability, and on-site stormwater management.
