Lotus developed the City of San Bruno’s long-term plan to identify and implement multi-benefit green infrastructure opportunities that maximize social and environmental benefits while meeting regulatory requirements. The GI Plan responds to NPDES MS4 Phase I permit requirements; demonstrating how the City will reduce pollutant loading to the Bay to meet water quality objectives, including bacteria reduction and TMDL requirements for mercury and PCBs. 

Along with its teaming partners, Paradigm Environmental and EOA, Lotus quantified how source control, redevelopment requirements (C3), green streets, regional capture projects, LID retrofits, and additional City policies can collectively combine to meet runoff capture targets. The Plan builds on the results of other Lotus projects for San Mateo County—Countywide Stormwater Resources Plan (SWRP), Reasonable Assurance Analysis (RAA), and Countywide Sustainable Streets Master Plan—to cater project prioritization and program implementation to the needs of San Bruno. This included reviewing and developing updated language for the City’s existing planning documents, policies, and ordinances. It also included developing implementation mechanisms needed to ensure a successful Plan and identifying funding options. The implementation tools developed by the Lotus team include:

  • GI details and specifications edited to be applicable to San Bruno

  • Revisions to the City’s existing standard drawings to accommodate GI

  • Asset protection guidelines for green infrastructure

  • Concept designs for stakeholder engagement and grant applications
